COOPI – Cooperazione Internazionale has been working in Sierra Leone since 1971. Under its Country Strategic Plan 2009-11, COOPI is working in three main programme areas: (1) Livelihoods, Food Security and Youth Employment (2) Women’s Rights (3) Children Rights.

 

 

COOPI has secured funding from the Italian Ministry of Foreign Affairs to implement a 1-year project focused on the reduction of maternal and neonatal deaths.

The project aims to #improve the provision of basic and comprehensive emergency obstetric and neonatal services in Kono District. Working in the framework of a health systems strengthening approach, the project focuses on:

#- #engagement of communities to promote facility delivery

#- #enhancement of Peripheral Health Units through provision of medical supplies and training to staff on managing basic emergency obstetrics procedures, correct referral and case management

#- #strengthening the referral system

#- #strengthening the Comprehensive Emergency Obstetric Care Unit at the Koidu District Hospital through the set up of a solar powered blood bank

 

The local partner for the project is the Kono District Health Management Team (DHMT). COOPI also leads a partnership with ENGIM Internazionale, who is responsible for a small project component along similar lines in one health centre in Eastern Freetown.

Main Tasks and Responsibilities

Project Management

· Overall management and implementation of project activities and achievement of project results

· Deliver training for health personnel on basic emergency obstetric procedures, management of referrals, case and referral management, drugs and supplies management

· Devise community mobilization strategies, co-ordinate the set up of Health Committees in target health communities and the delivery of health promotion activities on maternal and neonatal health

· Ensure integration of gender-based violence and HIV and AIDS training modules in the project activities, working jointly with other projects in the Women’s Rights Programme

· Co-ordinate procurement of medical supplies, drugs and technical resources (e.g. blood bank, ambulance, solar panels) required by the different project activities

· Responsible for drug management in Kono District and for providing capacity building to target PHUs in stock management and accountability

· Co-ordinate health facility supervisions in partnership with DHMT

· Line manage Project Co-ordinator and Project Logistician and ensure adequate supervision of 2 Outreach staff (managed by Project Co-ordinator)

· Develop workplans and budgets for the team

· Manage external consultants and volunteers that may be required to provide support to project activities

· Ensure compliance with donor’s requirements (Italian Ministry of Foreign Affairs) on procurement, financial and technical reporting

· Lead on project monitoring and evaluation, including assessment of baselines and production of donor reports

· Responsible for sound management of the project budget

 

Partnership Management

· Manage a performance-based incentive scheme for health personnel from target health facilities, as described by the partnership agreement with DHMT

· Work with DHMT and other partner organisations to facilitate an Ambulance Committee at Koidu Government Hospital

· Roll out and support DHMT plans to carry out maternal mortality audits at target health facilities.

· Manage the partnership with ENGIM and oversee the correct application of donor procedures and the achievement of relevant project objectives in Freetown.

· Represent COOPI at health-related partnership meetings at district level

 

Other

· Participate in raising further funds for the project, in collaboration with Country Representative

· Carry out other activities as may be relevant for the achievement of project objectives

 

PERSON SPECIFICATION

Essential

— Professional profile: Nurse, Midwife, Obstetrician or Medical Doctor

— Understanding of the issue of maternal health in a development context

— Previous experience in managing health related projects, preferably in a development context, including monitoring and management of drugs and supplies

— Experience of designing and delivering training in a development context

— Strong leadership and organization skills, negotiation skills

— Ability to represent the organization with institutional stakeholders

— Partnership management experience

— Attitude to problem solving and identifying cost-effective technical solutions

— Experience of managing staff teams promoting staff capacity building

— Demonstrable budget and contract management experience

— Self-motivating, resilient, willingness to adapt to working and living in a challenging environment

— Fluent in English and Italian

 

Desirable

— Experience of working in Sierra Leone

— Previous experience of implementing an Italian Ministry of Foreign Affairs-funded project
