COOPI is looking for a Consultancy for an Assessment report writing in Syria

After 11 years of crisis, food security situation in Syria has further deteriorated drastically with an estimated 14.2 million people in need (PiN) of some form of food and agriculture assistance. The protracted crisis in Syria has intensified needs over the past year through a complex and deepening socio-economic crisis, knock-on effects of Covid-19, and major losses in the food production sector. Today, 13.4 million people in Syria are in need of humanitarian assistance with needs increasingly being exacerbated by economic decline.

 

Description of the role

The main objective of the consultancy is to provide a comprehensive needs assessment report that will be used for future project design and implementation as well as to be shared with external stakeholders.

The consultant will work under the overall guidance and day-to-day supervison of the Head of Mission, in team with the Program Manager and Team Leader.

The assessment report should include the main needs, gaps and vulnerabilities of the assessed population form primary and secondary datas and has to be linked to COOPI's main sectors and relevant activities of COOPI's intervention in Syria:

  • Food Security and Livelihood
  • Protection
  • Education

Main responsibilities

Design and develop a comprehensive needs assessment report based on:

  • Relevant available secondary data;
  • Data collected by COOPI through FGDs and KIIs;
  • Previous assessment reports done by COOPI.

The report should contain:

  • General overview of the humanitarian context / summary of the desk review per sector;
  • Main findings of needs per assessed location - in particular protection and Food Security needs;
  • Impact of needs / gaps of the assessed population - in particular impact on Extra Vulnerable Individuals (Female Headed Households, Widows, Elderly, People With Disabilities etc.);
  • Linking of the needs to potential future humanitarian interventions;
  • Concluding section;
  • Annex including analysis of data per assessed location.

Requirements

  • A minimum of three years’ experience and expertise of working directly in relevant humanitarian sectors - including Cash/Voucher based assistance;
  • Experience in conducting needs assessment/proposal writing;
  • Experience in social science methods and data analysis;
  • Excellent oral and written English skills (Arabic language an advantage);
  • Sound MS Office and IT skills.
