The presence of COOPI in Jordan

Over the past ten years, the sudden and massive influx of Syrian refugees has put great pressure on Jordan's already fragile economy, causing tensions between the host and refugee population, exacerbated by the lack of services and poor access to employment. COOPI aims to mitigate the impact of the humanitarian, economic and health crisis, worsened by the Covid-19 pandemic, by promoting social cohesion, while implementing economic projects and community initiatives for the Jordanian population and Syrian refugees.

In response to this difficult scenario, COOPI also implements interventions to promote access to education and child protection, educate on prevention against sexual and gender-based violence and provide psychosocial support. In addition, COOPI provides business development support for vulnerable groups, especially women.

COOPI in Jordan today 

COOPI currently works mainly in the governorates of Amman, Irbid, Zarqa, Karak and recently extended its operations to Ajloun, Jerash, Madaba and Mafraq.

COOPI implements projects with and for Syrians and other refugees and supports Jordanian host communities. In its multi-sectoral projects, COOPI applies a protection mainstream approach that combines and links its intervention on livelihoods and business development with child protection, shelter and education.

In this context, COOPI intervenes on Protection to improve the living conditions of children, refugees and Jordanians, who are the most vulnerable and negatively affected by the consequences of the Syrian crisis in Jordan. It also aims to decrease the risk and exposure to phenomena such as child labour, early marriage, abuse and other forms of sexual and gender-based violence, through an integrated system of social protection services, economic support and community involvement of boys and girls.

COOPI added value lies in its protection expertise and community-based approach, as well as in its presence on the field by collaborating with a network of different Community Based Organisations (CBOs) that are committed to identifying and mobilising young people, women and persons with disabilities. Thanks to its collaboration with CBOs, services are offered in the immediate vicinity of potential beneficiaries. COOPI is also praised for strengthening protection services, promoting inclusion actions and reducing barriers that hinder the socio-economic well-being of the most vulnerable groups.


Main sectors of intervention today

In Jordan, COOPI protection activities provide support to the Jordanian community and Syrian refugees, who are particularly vulnerable and severely traumatised by the war, with a special focus on women heads of household, minors and people with disabilities. In particular, COOPI promotes initiatives of:

  • Case Management within Community Based Organisations (CBOs) or at Ministry of Social Development community centres, mainly for minors and women;
  • Structured psychological support paths, at individual and/or group level, accompanied by specialised services provided by psychologists;
  • Unstructured psychosocial support paths, offered by case managers and social workers, aimed at vulnerable women and persons with disabilities;
  • Awareness-raising sessions for vulnerable adults to promote the inclusion of women and persons with disabilities in the labour market and their overall socio-economic inclusion;
  • Emergency economic assistance for the most vulnerable groups to meet urgent protection needs;
  • Economic assistance to meet basic needs of the most vulnerable families in Al-Zarqa Governorate.

In the governorates of Irbid, Karak and Al-Zarqa, children are exposed to the risks of child labour, violence, neglect and early marriages with effects on their school attendance.

To reduce the risks of child rights violations, COOPI supports families in finding solutions to ensure the school participation of children and adolescents, also providing financial support for the most vulnerable families, to promote school inclusion.

COOPI adopts a multi-pronged approach in Education in Emergency activities, including:

  • Case Management provided at Community Based Organisations through out-of-school accompaniment to reintegrate minors in the education system and reduce the risk of school drop-out;
  • Development of innovative curricula to support teenagers in identifying perspectives for their professional future;
  • Training of teachers and school counsellors to identify and reduce school drop-out and create a case referral system;
  • Distribution of 'cash for education' financial assistance to support families in covering transport and education costs.

In the Governorates of Irbid and Zarqa, COOPI supports the most vulnerable groups to acquire more vocational skills and achieve economic independence and improve or open a business. The main activities carried out by COOPI in this area are:

  • Market analysis to identify the economic sectors offering the greatest opportunities;
  • Training in marketing and business management;
  • Professional training at TVET;
  • Individual support through social workers to identify enterprise objectives, home-based business, follow progress and provide the necessary support, including referral to protective services and psychosocial support if needed;
  • In-kind support for business start-up and/or improvement;
  • Training for trainers and staff of Community Based Organisations (CBOs) regarding life skills, resume development and personal presentation at a job interview;
  • Training for CBO staff in marketing and product branding, organisation of community-wide networking events and training on GBV and survivors’ involvement during training sessions.

COOPI development lines in Jordan 

COOPI main areas of intervention in Jordan in the near future will be:

  • Protection, focusing on community-based child protection interventions and the creation of safe spaces for children and families, which will be reinforced by the support of psychologists and case managers. COOPI will also implement cash assistance activities for the most vulnerable groups, promoting community engagement in response to protection needs through the support of community initiatives and Youth Clubs;
  • Education in Emergency, continuing to prevent school drop-outs through case management services and cash assistance for educational support and teacher training;
  • Business development and economic empowerment, involving the most vulnerable groups and seeking to support their economic inclusion through training, individual support and the distribution of start-up and business strengthening kits.
